1、 Are mold products included in the tax collection scope in 2025?
Current coverage area
The first batch of taxable industries in CBAM includes six categories: steel, aluminum, cement, fertilizer, electricity, and hydrogen. The molds themselves are not directly included in 1710.
Steel molds: If the production of molds involves steel raw materials (such as steel) and the steel is covered by CBAM, its implicit carbon emissions may indirectly affect the cost of molds.
Plastic molds: The EU plans to evaluate the expansion scope by the end of 2025, and organic chemicals, plastics, and their products may be included in the next phase (expected after 2027).
Indirect emission calculation
If mold production relies on high carbon electricity (such as coal-fired power), its indirect emissions may be included in the carbon footprint of downstream products. For example, if plastic molds are exported to the European Union and plastics are included in the CBAM in the future, the full chain emissions need to be accounted for at 510.
2、 The impact path on the mold industry
Direct cost increase (if included)
Carbon certificate cost: Taking the EU carbon price of 80 euros/ton as an example, if 2 tons of carbon emissions are generated per ton of mold production, the cost will increase by 160 euros/ton.
China's carbon price deduction is limited: the domestic carbon price is about 56 RMB/ton (about 7 euros), much lower than the EU (85 euros/ton), and the price difference needs to be supplemented by 36.
Industrial chain transmission pressure
If the upstream materials of molds (such as special steel and plastic) are included in CBAM, it will push up the price of plateau materials by 18.
Downstream customers (such as automotive and home appliance companies) may require mold suppliers to provide low-carbon products to reduce their export costs.
Reshaping the competitive landscape
High emission mold companies are facing elimination, while low-carbon technology leading companies may seize 36% of the EU market share.
